A note with CVSS 3.6 for component CA-ATP-SUB was released by SAP on 13.10.2020. The correction/advisory 2973100 was described with "Missing Authorization check in Manage Substitutions - Products and Manage Exclusions - Products" and affects the system type ABAP.
A workaround does not exist, according to SAP Security Advisory team. It is advisable to implement the correction as monthly patch process .
