According to SAP Security Advisory team a workaround exists. It is advisable to implement the correction as part of maintenance.

This note has been re-released with updated 'Solution' information. SAP Commerce Cloud allows an unauthenticated attacker to access the system with a user that has no passphrase set.Solution
The correction sets the default value of parameter "user.password.acceptEmpty" to "false" and thereby prevents this attack. Alternativly, the consulting team has proposed the following: "By editing the local.properties file of the SAP Commerce Cloud installation and by setting the value of the "user.password.acceptEmpty" property to "false", this attack can be prevented. After saving the changes to this file, a restart of SAP Commerce Cloud is required.". The suggestion may be considered, as a workaround or compensating mitigation. We recommend installing/applying the correction wherever possible and as soon as possible.
